Naval Movement from Ceylon

I am playing the Guadalcanal Scenario. I have Japanese surface units in the port of Trincomalee in Ceylon. They have a sub in Colombo. It is a Japanese Naval Impulse. The sub can move into the Arabian Sea but none of the surface ships can; I get a circle with an X on it when I try to do so. Why can the Japanese surface fleet go into the Arabian Sea?

The Brits have ships at sea in the Arabian Sea.

If you move ships to a sea zone where you can be intercepted you must use CTRL-left-click to tell the program not to try to route you another way where you can't be intercepted and since there's no other way, you get the X, and so you must use CTRL-left-click.
