Are gunners too powerful in melee?

On several games now I have charged guns with a range of troops - heavy cavalry, pike, musketeers.... in all cases the gunners seem to stand better than formed troops, yet my thinking would be that they would mainly 'head for the hills' at this point....

That is a good point. It was around this time period when artillerymen became
soldiers instead of "civilian contractors". Perhaps they are standing firmly
because if they "head for the hills" they are back in the starving tenant farmer
business and becoming lootees instead of looters.
Maybe.

They will be made weaker in the forthcoming patch.
