conscripts and money

Does anyone know if as Germany when Turkey joins, does Germanys money and conscript count increase? Also its only March 1915 why is my conscript count for the Central forces only in the 800's, last time I played at this time it was around 2000? Playing with new patch. I'm thinking of reloading the game minus the patch, it was more playable.
