Re-activate Grand Campaigns

Had to replace my hard drive...I copied panzer corps and all of the DLC (grand campaign east 39-45 over to the new hard drive and I can access the basic game, but not the grand campaign. The DLC was down loaded, but not from Steam so I don't have a way rebuild the grand campaign. The grand campaign folders are in the panzer corps folder.
What can I do?
