Dumb question: how do I create a depot? Thanks,

Depots can only be created in a named location connected to the working rail network or a port or an airbase hex.

Select hex, open the City Detail Screen by clicking on the City name in the Gen Info Box (Top Right). Click CREATE DEPOT - costs 1 x AP.
