I have been running some test ground combat and I have set all my air units to rest. I also have the air assistant off.

So why after I run the combat round when I check my air units some are set to support, superiority, and specific attacks.

Sometimes air units aren't actually assigned a mission. Make sure the button next to 'Rest' is 'on'.

Ok I will try that as I was doing via the air display screen.
