Supply Questions and the Russian War 1941-1944

After turn 3 of the Russian German my Axis opponent, who I hold in the highest esteem, feels that the scenario is dysfunctional in respect to supply. We are playing the TOAW 111 version, with new supply rules on and high supply off; the documentation is mute in regards to the settings. We assumed this was correct given that it the latest version was designed for TOAW 111. Are these the proper defaults?


The Axis has all but destroyed the Soviet forces by end turn 3, and there is very little left on the map beginning turn 4 to stem the rout. He has a very aggressive play style and feels that the supply state of his units is too low considering proximity to rail lines and that we are only in early July. He notes that he 2 Pz divisions rest on a rail line (max supply) for a turn and they only went up by 10% supply.

Questions:

1. How does the AI decide to distribute supplies?
2. Does each unit get assigned a fixed percentage of the total stockpile based on the number of units in the OOB; that is do each of 10 units get 10% of the total but the actual amount depends on efficiency of distribution and distance to the supply source?
3. Or do the units most in need get supplied first up to a certain threshold before others get supplies?
4. Is there any way to knowingly direct supplies to a certain group of units?

The only tricks I get from the manual to maximize supplies is to place a cooperative HQ on a RR and then the units in that hex or immediately adjacent get a boost of 50%.

I see there were several mods to that scenario by Silvanski. None of the notes indicate any changes to or issues with supply. The scenario was deisigned for TOAW I, so definately was never tested with New Supply.

There is also a new scenario under development, which can be seen here - tm.asp?m=3756761

It has just started playtesting, but maybe you and your opponent would like to try it.

Thanks - the calculator is handy; I am still sure of the distribution of the supplies - it is by percentage to each unit, are there threshold, etc.

The new Eats Front scenario looks interesting; does it cover the whole war or only 1941?

As the video says, if the supply level is 50, then each unit is eligible to receive 50 (as a base). What is actually received varies.

The new scenario [TGW] covers 1941-1945].

I am very interested in your TGW scenario. But I don't have time to test it. But I will be very interested to play it when eventually it's done.
