The French

can some one explaine this to me. A French corps is surrounded, every space has a german unit in it. Two turns later, still surrounded, the French unit goes from 600 to 1000 points. It is attacked it retreats, it is still surrounded and the only thing wrong with it is a bit down on supply. The next turn, still surrounded its at full strength across the board. When one of my German units hikes thru the woods it losses half its supply and cohesion

Is the unit in France on a city or what?
Seems like it must be on a fortress.
