[1.9.10.0] Population control for pirates still buggy

Glad to see that population control for pirates has finally been added. Now we just need to make it actually work.

Assimilate: Works.

Enslave: Sort of works. Population growth stops but no economic bonus is given.

Resettle: Not sure if working, passenger ships seem to ignore this order. Does freeze population without happiness penalty, at least.

Exterminate: Almost works. Will reduce population down to last 1 million and then stops. The last unit of population simply cannot be eliminated for some reason.

We are talking about version 1.9.5.10 I think.
I have similar issues.

Exterminate does reduce growth rate to zero, but population does not decrease at all.

Resettle only resettled the populations on to planets I had marked for extermination; where they were not exterminated.

As a work around I sought to bombard independent planets with undesirable populations and settle them with my own colonists, but alas bombard is not an option available for player controlled pirates vs independent colonies.
