Japan can't attack in NEI

Situation is Japan and Germany declared war on Netherlands, Japan invaded two hexes from Batavia then moved next to it. in the land combat declaration phase the units cannot be selected to attack the NEI terr in Batavia. Any idea why they can't do this?

This is the same Multiple States of War bug as has been reported for Finland and East Poland. The game is not letting you attack "Peacekeepers". The NEI Terr is a "Peacekeeper" because it is controlled by the CW by virtue of alignment of the Netherlands upon the DoWs, but Japan is not at war with the CW.
If the attack odds are quite good you can assume victory and work around this by moving the Terr out of Batavia, then occupy it next JP impulse and then the NEI should be conquered and the Terr will disappear.

Thank you. That is how I was working around it. Now the game is stuck in a different phase hopefully one that the new beta patch can handle.
