Air Campaign - am I this bad?

I have attempted the Air Campaign Training scenario several times now. I cannot come close to even a draw. I tried using the default Air Doctrines. I tried some of my own. I moved aircraft and not moved them. I have changed flight paths to avoid flak, changed the 7 day schedules, tried having some Air Superiority missions an not. All of no avail.
I am afraid that if I do not grasp the Air system a bit better, then how can I play the full campaign properly. Any help?

This is how i do it for a minor victory:
Fly only in fair or better weather.
Fly at medium intesity.
With the british nigh bombers, hit HI and Manpower near dusseldorf, at the default altitude
With the american 8th, hit Hi, oil, fuel 6 or 7 squares around hamburg, flying atleast at 27k altitute
with the Med. Strat bombers, hit Oil and Fuel north of Bucharest
Once you catch a turn with good weather, put your bombing runs at high intesity.
