Axis Surplus HQ's?

I'm playing as Axis against the AI and I've noticed that after the last months of 1943, there seems to be a surplus of Axis HQ's. The ones that seem to be most useless are those army level HQs controlling mostly security troops in the occupied territories. With the exception of the one assigned to Denmark, I can see little use for them since its relatively easy to transfer the bulk of security troops (and any surplus troops) to either OKW or OBWest. So what is the best use of these HQ's? Send them east or maybe disband them? Any other ideas?. Given their size, I'd like to find some use for them but they are looking particularly superfluous at this point. Am I missing something?
