Belgian Setup

Once the Germans take all of the Netherlands and set up strong in Rotterdam, is there any way to do a decent Belgian setup? Since they are sitting on a offensive chit and have clear weather on the first impulse of Nov/Dec 1939, I can't seem to think of anywhere to put the 3 units and deny crossing the Dyle immediately.
I set up the CAV in Liege to prevent marching through the whole country. I'm not really sure what to do with the other two INF. If I set up 2 strong in Antwerp they can disrupt the units get 2 sides to attack from ignore the river and even double the units if needed. If I don't set up in Antwerp they march right in.
I am guessing setting up strong in Antwerp is the best move and hope for luck or at the very least burning the German Offensive Chit?

If the Germans have conquered Netherlands already, there is basically no good setup for Belgium.
The only setup that keeps them from overrunning both Liege and Brussels immediately, unless they paradrop into Brussels, is as you have described: cavalry corps in Liege, both infantry in Antwerp.
If the Germans use their offensive chit on the surprise impulse against Belgium, that's a huge win for the Allies - they've blown 15 build points on the 9-build point crappy Belgian Army.

I would agree that there is no good setup for Belgium, even without the Off Chit.
However, there may be some possibilities to save belgian units, to help hold the line along with the british in an advanced defense of the French border, in a line with french units.

That's a possibility I've never thought about. If you put one unit in Antwerp, the other two can be put in the most western hex of Belgium and than during the next impulse they can be moved out of Belgium into France where they survive the conquest phase... You are never to old to learn of new ways to make things miserable for the Axis.
Only downside is: Belgium has to be aligned to France and that's something which is quite dangerous regarding the Belgian Congo. That might become conquered by Germany after Vichy is declared and that's something which isn't nice at all for the Allies. Belgium can't be aligned to the CW, because the cooperation rules prohibit that CW controlled Belgian units enter France...

If one is utterly desperate, you could set up one of the Belgian units in the Belgian Congo, so that it would survive the Belgian surrender. I don't think this is a good idea, but it is legal.

If Gort's in France, can't you send a Belgian and count him as a Brit for FTC?

Nope. FTC requires an HQ of the same nationality the units are. Countries with no HQs can never the violate FTC rules.
