Buildup of division still on ships

It seems you can buildup a division even when some of it's regiments are still on ships and don't have enough SMPs to unload on port hexes. After the buildup the division is unloaded. Not sure if this is WAD, but was not what I expected.

Not sure if I understand exactly what the problem is?

3 brigades of division in port. Port only has enough capacity to take one brigade of ships. Or brigades came from different ports and you only have enough smp to come off ships with one. Recombine the division and they are all on land.

okay.
My understanding was that all sub-units needed to be unloaded before they could be combined.

Yes, units on ships should not be able to build up. Added to the list, thanks.
