Are CVE not allowed to attack naval TF's? I have the groups set to naval, with search, not training
I have had this happen in two separate games, once as allied and once as Japan.

They are allowed to do so. If you search the forums you will see much discussion of the factors affecting whether attacks are launched against enemy shipping.
