Hi all,
As the subject asks, are roads needed for Ore and Oil or do roads otherwise help for Ore or Oil? Or are roads simply for movement and supply?

Ore and Oil are both regimevars. And regimevars are not by default transported by road, rail or any other means. They are simply added to the regimevar in question. Or in other words: No.

As Ernie says. No. *but* when you want to upgrade your ore/oil mines (to lvl II and III) you must have an engineer unit on that hex. And to get your engineer unit to that hex it must be connected to a road/railroad, otherwise that engineer unit will be out of supply. In other words once you have found an oilwell/oremine deep into territory that has no rr your only option to take it and upgrade it, is build a rr all the way to those mines/wells. So what I sometimes do during early game is take it with fast units such as cavalry, they can move farther without getting out of supply. Then later on when I have engineer units and the time/ore (to build the rr) than I move an engineer unit to that hex.
