Global War - Solitaire - Version 01.03.01.05 Help Needed

Hi,
Global war game, and need some advice/clarification.
Please can someone explain why the Italians can't use the saved German oil in Madgeburg to reorganise their units ?
The next post is a saved game zip from just before the end of turn re-org phase (playing with Oil to Re-org rules).
With a couple of advances you get the following screen.

You must re-org with your own oil. Italy has none of her own so must have some lent to her and then save it. By the sequence of play, you cannot use a received oil for re-org until the turn following. You also have to be able to trace a path (like a supply path) from the unit in question (unless left at sea) to the oil you want to re-org with.

Thanks in that case I'm confused by the Rules;
Page 99 of Rules as coded;
13.5.1.OIL (AFA OPTION 48)
"Co-operating major powers may freely use each other’s oil, provided the owner agrees"
"Clarification: You can use your own oil or oil from a co-operating major power to organize your units"
I think the supply path is fine from Madgeburg to Italy, it's all rail connected.

No it looks like I'm the one who's confused. I forgot that rule, which was added as an errata to RAW7, had been incorporated into MWiF.
I downloaded the file and I can only speculate why it doesn't work when it should. The only disorganized Italian oil dependent units I saw were in Albania. Maybe the game is having trouble tracing from them to the oil. They definitely have a path, but maybe the game is confused by it being Italian convoys with German oil.

Thanks, there is also the Italian Navy that needs an oil re-org and they are in the mainland Italy.
I'll allow other kind people a while to explain it - if not I'll post it as a bug in the appropriate forum.
I wasn't confident enough of my understanding of the rules to say it was a bug without a second opinion.
Enjoying the game, turn 3 of Global War and a minor error on port attack is the only other bug we have encountered so the game is getting better, it's very slow progress though.

I understand Italy is in the AXIS, if not, I think it cannot.

Cannot think of anything except (I usually play the boardgame with newer oil rules and I am not fluent with these) maybe you don't have enough petrol in Magdeburg to pay for the Italian navy reorg. (Sorry, I am at work and cannot run the savegame), or maybe the oil is not enough to pay for the IT and GE units...

Understand what your saying, but this occurs when you do not use that oil for German re-org.
It's a full oil point so should be enough for most of the navy and you are not even given the option to reorg some crusiers at .1 each.
So I don't think lack of oil is the problem, it's not recognising it as valid to use the German saved oil.

The way MWIF is coded now, you can't use oil from your allies to reorganise your units. This is because of the fact that your ally needs to allow you to do so, and in multiplayer games, that might not always be the case.
For example: suppose the German player only allows Italy to use 0,5 of an oil point, since it wants to use the rest for himself. However, Italy wants to use more. Also, using eachothers oil mean that oil reorganisation can't take place simultaneous anymore. There were a couple of other rule questions with this too, I believe.
We had quite a discussion about this rule in the private forums and I believe that we agreed (however reluctantly) not to code it. So it would have to be put in as a deviation on the rules. Or was this decision a "at this moment" decision? I don't know anymore...

Thanks for the explanation Peter, I don't see it as a major problem, if you know you can probably save or trade some oil and save it the previous turn.
More of a problem if you expect it to work from the rules as coded and it doesn't, leaving both the Italians and French unable to re-org for a turn.

Even with the rule the French have to get theirs the traditional way since they don't cooperate with the CW until after Vichy.
