core unit upgrade bug question?

In between levels, when I'm given the opportunity to upgrade Lt. Wurtz and 3/3 units, my game only gives makes two units available and all the rest are greyed out. Is this a bug or am I misunderstanding the rule? Thanks in advance for your help.
