Just an idea for those places with fortifications and underground bunkers where the supply vanishes too fast due to aerial bombardments. An heavily armored unsinkable cargo/tanker ship filled with supply/fuel. Of course needs to be coastal, river or lake...

Fort levels assume that part of the fortifications protect supply and fuel from aerial attack and bombardment. Build up the fort level and it will help protect supply.
