Could someone explain to me how do coups really work in GD1938?

If I understand the math right in the event that controls coups....the leaning of the country you want to coup is divided by 30 (remember all numbers are truncated--that is 3.9 is 3 not 4)...that number is compared to a random roll and must be HIGHER or equal to the roll.
EXAMPLE: Lean toward you is 900 making 900/30=30 so you have a 30% possibility of a successful coup. An unsuccessful coup hurts your lean so it becomes less likely to have a coup later unless you make the lean more favorable using diplomatic actions.

To get a 100% chance you would have to have a lean toward you of 3000 and by that time the nation would have already joined you....as a lean of 1000 automatically becomes 100% chance to join you without a coup. Your chances of getting them to join you without a coup is 1/2% for every point over 800 of the lean toward you. (800=0%, 802=1%, 804=2% and so forth. At 900 your chance of a successful coup is 30% but their chance to just join you is 50%.
Therefore at 860 lean toward you the chances of them joining you via coup is 860/30=28 while just joining is 30%.
At 856 joining you normally is 56/2=28 and a coup chance is 856/30=28. At that point and below a coup has a better chance than just joining you.

Unless you have an older version of the game there was a bug in one version that did the opposite.

True, there was a bug, in older versions. There if you got to 800 you were pretty sure of getting them automatically.
