More Garrison Woes

Noticed that I have no garrison requirements in SW France, but do in SE France. He invaded near Nice, and this is well inside the SE France zone. Server game with Notonestepback with the new public beta .21

Gary found the cause of this bug, and it will be fixed in the next update. Thanks for the report.
