Fixing Units ( in place) and 'releases'

Ok so, I added a few units to an OOB..... I am editing the scenario, I went to the manual and on page 96 the instructions seem pretty clear; 2D normal view, open... add releases, highlight unit ( or inside if you want to NOT fix the whole unit), type in a turn and probability...save.....
Whats funny is I open the release dialog and it shows the turn, probability, units...
Meanwhile; There never is a 'fixed' icon ( white letter "F", over red circle)in the unit field, and they just start moving on turn 1 despite the later turns I thought I had set them up for....
