Air base expansion?

Maybe I'm doing something wrong, but I'm not getting any airbase growth on Corsica as the WA.
I have II US Corps on the island with over half a dozen engineer SUs.

There are plenty of supplies on the island and have been for several weeks.
All of the airbases still show 1%.
Is there something else I need to do in order to trigger the expansion?
The Italians surrendered on turn 7. I believe turn 9 is when I expanded the bases (as I got ports repaired) and it was turn 10 when II Corps went Corsica with the engineers.

Just noticed those guys aren't being used to repair the rail on the island either.
It is now my turn 12. II Corps didn't unload on turn 10, it was just in port on ships in Corsica. I'm not sure if the SUs will automatically dispatch in command range while on ship in port. II Corps unloaded on turn 11, so I expected something to happen on turn 12 logistics phase, but nada.
I don't want to lose any more weeks of them doing nothing if there is something simple I'm not recalling to get this expansion going.
