Replenishment of Action Points

I falsely assumed every unit starts the turn with 100 AP. I see that many units start with less than 100. What determines how many AP a unit starts with? IOW, what do I need to do to maximize the number of AP points a unit starts with?

Well. Many things can affect AP of a unit. The two most common are:
Events (programmed stuff by the scenario designer) can change the AP.
Supply status affects AP.

Also if the unit has taken disorganization due to combat in the previous turn it can start with less then 100 AP's.

I don't believe there are any events in the scenario I am playing. And I *don't think* I've had supply issues with the units that have less than 100 AP. They seem to be getting the supplies that they requested fully.

Thanks. I will try to keep track of what units are engaged by the enemy during it's turn to see if it corresponds with the units that start with less than 100 AP.

If I see "many units" I think "supply problems". But according to you that ain't the problem here. So hmm maybe it's winter then? Units in winterconditions not located in a city suffer from a readiness drop. Or maybe they are new created units? They start with less than 100 AP as well, they need time to gain readiness and AP's.
