How do you add an attachment to a post?

Click Reply or Quote and at the bottom of the message edit box there will be an area entitled File. Click on the text that says "Click here to upload!". The forum has limits on the types of files and the size of files. It varies by sub-forum and I don't recall the limits.
For a picture, you can click the Embed picture in post to have it show automatically.
The file upload doesn't show for a quick reply. It does show for starting a thread.
