Fire support control

I have a very simple question [:)]. Does "direct support" and "counter battery" orders work if staff fire support control (FSCC) option is disabled? In my games it seems like in does not work

I have tried it again using 2.09beta. Artillery with "direct support" and "counter battery" orders never fire if FSCC is turn off

I use stock "HM_AS A Test of Wills" scenario in Hot Seat mode. After the 3 turns of Soviet fire US artillery never try to execute the Counter Battery mission

Looking at the code I can see DS missions getting sent to the queue, but then getting ignored/dropped when hitting the FSCC part of the code. I will talk to Rob tonight and see if there is a fix beyond having to have the FSCC on to make CB and DS work. This is issue #2 on this fix list for tonight. Found one earlier today that has a higher priority as we look to get 2.09 out.
