VICTORY!

Managed to make 1848 work under Win8.1 (no lags, no flickering, any framerate you like). No need to set compatibility mode or anything, just extract the downloaded .zip in the game's folder. Very important! Use your dedicated graphics (nVidia, AMD etc.) card for running the game (not sure if it works for those with only one graphics card).
