Supportng non-coôperating notional

I managed to send in an air support from a CW carrier to a Syrian Notional unit prior to conquest or Vichy of France. Should that be possible....

No, sounds like a bug, unless the hex was CW-occupied, 'cuz then it would have been a CW notional.

A saved game would let us investigate this further. There are instances when the CW might be able to support the hex. For instance, if a Commonwealth land unit were in the hex. Or if France and the Commonwealth cooperated (unlikely but maybe possible?).

Even if France and the CW cooperated, it would not help because Syria is a French minor and will never cooperate with the CW unless liberated by the CW, or possibly if it were the home country for Free France (rules interpretations may differ on the latter). But the OP says this is before either Vichyfication or the conquest of France.
