It appears that IJA engineer squads and the Allied engineer squads will not drop by air via a transport aircraft?? Was this done by design or a scenario OB screwup? I have had this happen with the IJA Raiding Regnts and the Chindits in Burma. FYI

It has been this way since the beginning. Don't know the rationale for it though.
