As I recall, the original WITP AI moved MacArthur from Manilla to Australia. Does WITP-AE follow suit?

Yes...At one point, Mac will "cease to exist" in the Phillipines and his HQ will show up in Australia.
Look in the editor and you will find two seperate "leader units" to reflect this.

And if you are REALLY lucky and play your cards wrong, you can have TWO Macs (a double Mac?) in the game at the same time! Such Joy!

M10 is correct.

More precisely, there is a Mac leader (22041) assigned to the USAFFE Headquarters in the Philippines. Once the Japanese capture Luzon, that Mac 'dies' with the unit.

A New MacArthur (15852) arrives with the Southwest Pacific HQs in April, 1942. Given the game mechanics, this was the best 'kludge' the designers could find to replicate President Roosevelt's imperative to rescue Mac. The Allied player is not stuck with Mac -- he can spend PPs to dismiss him from SWPac. However, there are precious few aggressive senior US Army commanders in 1942, and the allies have plenty of other things to mdo with their PPs, so he's probably best left in place.

So if the Japanese never destroy USAFFE, or if the Allied player spends PPs to replace the original USAFFE-commander Mac, you can end up with 2 MacArthur's in play -- hence Dr. Hal's comment above.
