Supply Priority Summary.Display

Is there any means of ascertaining when the various HQ's I'm changing priorities for supplies basically outgrows the capacity to feed them ?
Kinda like new chicks, all crying for a worm ..... Only so much to go around .... Is there any means to know when the asking has exceeded the capacity from a big picture a standpoint ?
