LOS for mortar units with indirect fire capability should be from any of the spotting hexes (all hexes up to two hex distance from the mortar that are in LOS to the mortar). Instead it appears LOS for mortars is working the same as for regular units, calculated only from the mortar's hex. Maybe this is already known, but thought I'd point it out.
