Japanese occupy few cities in China with blue factory. Is there any reason not to destroy them? Japs can't use them but Chinese can if they take city back.

No reason at all. Except maybe that you do not have units available to do so. But one should make sure that they are destroyed before China have a chance to recapture them.

You're only allowed to do it while enemy unis re in that country. Once conquered, you can't destroy factories unless an enemy unit - including partisans - is in the country. But it is a wise action.

What I always thought about this rule, is that there should be a penalty involved when you destroy a factory this way. The local population wouldn't like to see this happening, won't they? So why not increase the partisan number if you've done so. But that's for the rule gurus at ADG to think about.
But as the game stand now: destroy any captured blue factory if your side can't use it. A division on the hex is enough...

That does make sense - after all, no more factory, means all those idle hands with hungry families to still support.

So if the factory is not destroyed they are going to the factory and continue producing weapons? [;)]
The factory is automatically idle after it is captured. So why would it be any difference if it is destroyed? No one was working there anyway.

The workers become members of forced labor battalions and get transported to the conquerors country and to captured red factories, likely in uncomfortable accommodations.
That's how the Axis PM goes up.
As for destroying the blue factories you conquer, the unit doing the job also must be in supply.

When I conquer a country I convert blue factories to produce luxury products. That way people are happy and partisans don't appear at all.

That's exactly what happened. Also, all those people who are forced into the conquerers country for work, also feeds hate against the occupying nations.
If you look at the Netherlands during occupation, it is really amazing what happened here. During 1940-1941 there was almost no resistance to German rule. Why should the population resist? Apart from the Arian Laws and the Nazy politics, everything became just as it was before the Germans attacked, if you look at things from the economic point of view. Food in abundance, schools open, almost no resistance. So: life as usual, only with the Swastika flying and the NSB (Dutch Nazi Party) in control of politics, together with the Germans...
The activity of the Dutch resistance really started in 1943 in earnest, after Germany decided to start "robbing" the country of all it could use for their own war effort...

Then there's a job for Shellshock's sexy counters - placating the conquered masses!

I like the idea of modifying the Partisan # for destroying the blue factories. I have used it in a home-brew PARTisan system myself.
But I think it is a pretty common House Rule to dispense with such an administrative type move, and make all blue factories damaged automatically upon being taken by the enemy.
