Lend Lease / Trade question

The title could be misleading, I am not talking of the airplanes Lend Lease, but the Resource / BPs commerce.

What is exactly required to be received?

The Soviets is the main case of interest currently, they could use some Western Allies help. Does it suffices to arrive in let's say Murmansk or Archangel (as per a natural supply source for the Soviets) or it needs to be traced to a factory, or to Moscow? (What if then Moscow is in Axis hands? Where it has to trace its lane.)

Also if USA and Soviets are both at war with Germany, but Japan is not at war with Soviets, the Soviets could use their TPs in the Pacific to get the resources via Vladivostock yes?

Resources have to be transported to factories. Any factory will do.

Build points may be transported to any city or major port.

As per rules text from §13.6.1:
Active major powers may contribute to the convoy chain of any other major power on the same side.

so if USSR and USA are both active, the USA can lend resources & build points to USSR which USSR can have shipped into Vladivostok (just like in the actual war, IIRC).

So BPs can pratically be shipped to Murmansk, even if Murmansk let's say is surrounded and besieged - and has no connection to Russian factories or the capital?
Russia would still get BPs?

There is a limit on how many BPs that a city can receive.

Transport
During the production step, you transport the promised build points to any city or major port in the
recipient’s home country (current home country in the case of the Commonwealth). You do this in exactly the same
way as you transport resources (see 13.6.1), except that you can also transport an additional 2 build points to the
capital and 1 to each other city and major port cumulative, each turn (e.g. you could transport 6 build points to
London each turn; 2 for being the capital, 3 for the factories and 1 for the major port in the hex). Promised build
points that can’t be transported are lost.

There is also a limit on how many saved build points in a location can be 'spent' each turn. See page 108 of RAC for the details.

So if Murmansk gets cut off from the rest of the USSR, then:
- there is both a limit on how many BPs can arrive in that location (as Orm described above) and
- if you decide to save the BPs, then there is a limit on how many you can save there (another rule I just read somewhere in RAC), and lastly,
- there is a limit on how many saved BPS can be spent (1 per turn).

The program imposes all the limits on BPs being sent to the USSR (e.g., when the US is still neutral), as well as how many can arrive at each port and how many can be saved at each port. When there is more than 1 BP in a non-capital location, then the program will take 1 of the BPs and make it available during the production phase for building units. Any excess is left in the hex as saved BPs for future turns.

Theoretically, lent BPs must be spent the turn they arrive. But as long as you have a rail net connecting them with several factories along with your own resources, all the BPs you end up with are fungible and you can say the ones you produced are being saved instead of the ones you received via lend lease; so this only matters if the receiving port is pocketed.
