I'm playing Wilson's Creek (Union v AI) and the brigade overlay button is showing the orders for both sides.

That was our intention. I guess the basic idea is that these brigade orders, for the most part, represent actions on the field that the enemy can see taking place. Units in march orders are lining up in a long column, units holding ground might get down on their bellies or take other defensive postures, units preparing for an assault will make little moves to tighten up their lines, units under withdraw orders might be organizing their regiment in-depth so that one line can fall-back while another line stands to protect it, etc. We had a lot of debate with the testers about this at one point, and I can see the merits of arguments on both sides. In the end we felt there was enough of an argument to justify allowing players to see each other's brigade orders, and that doing so made the game more interesting.
