Final Steps For Scenario Creation?

I have all the data entered for my scenario.
Is there anything else I need to do before trying to play/test it?
Initialize Air Units? Reset Unit Support Values?
I have created new units (land and air) but I copied from existing units.

It depends on how much you have changed things like time / space / units.
If you have copied air groups you need to BUILD GROUP so there are pilots assigned and reset the supply levels for the airbases. You've probably noticed that already but I'm just making sure.
If all you have done is add air and ground units then you need to RESET UNIT SUPPORT VALUES and INTIALIZE AIR UNITS. I suggest you also INIT RAIL/PORT VALUES for both sides.

For the INIT RAIL/PORT VALUES the only option I can see is for the W. Allies. I'm not sure how to change it between the Allies and Nazis.

Go to the map, change sides using the W key and then back to the main tab to set for the Axis. Don't forget to reset back to the correct starting side before you save like I always do.

I found it. Because of my screen resolution the "BUILD GROUP" text appears under the "LOAD SCENARIO" text.

I know this is a very old thread, but where is the "Build Group" command that adds pilots to an air group? I can't find it, but I'm sure it's right under my nose.
