"Best" is subjective. However, the community pack, with hundreds of scenarios for you to play and see for yourself which one you like best, can be downloaded right here.

Thanks. Do the community scenarios require the associated Map Overlays to also be downloaded? or are the Map Overlays optional??

They are typically bundled if the are included.
