What is the purpose of the HQ units (staff and escort) that are not Brigade commanders?

command and control and rally radius maybe, but not 100% sure tbh

im guessing that since the manual says commanders rally morale of all units who are under their command (withing 2 hexes)that division commanders also help rally troops based on their leadership skill. Tho I once had my brigade set to rally and could not get their overall morale over 1.75 after they had been fighting a couple of hours. Perhaps it was just the limit of my commanders leadership ability since they were allowed to rest 40 minutes but could not get their morale up to the 2.75 they started out with.

Lot of things, but C&C and rally purposes:
Army leader: morale Army
Corps leader: ready to fight, scouts, division activation, etc.
Division leader: combat focus, initiative, division activation, etc.
Tho I once had my brigade set to rally and could not get their overall morale over 1.75 after they had been fighting a couple of hours.
Did you have split these units more times?
Because I found a bug that when you split a unit never recover the morale lost whatever you try, and it happens every time you split it.

In the Blacks Ford scenario, the Union has three HQ units, the 3rd Bd, 4th Bd, and the last is I assume the division commander.
I can never seem to get the 4th Bde in command, even if the Bd HQ is right next to the division HQ. Am I doing something wrong? (I might have the Bde numbers mixed up.)

Isn't the command radius variable based on terrain, weather, leadership rating and so forth? I think that's why the command distance highlight button is there, at the top of the leader's portrait...

Till 2pm you have only the 4th Bde commander, then will arrive 1st Division and 3rd Brigade commanders but they are locked for this turn.
The turn after you can select the commander for the 3rd Bde but not the Division one, in fact you don't have a commander but only the staff unit...very strange!

And even after that, the 3rd Bde Commander will be Out of Command for the entire scenario.

Ack. This might be the same problem that was found at Williamsburg a week or so ago. I might need to make a change to the OOB files for Blackburn's Ford. (I checked other battles for this problem, but might have overlooked the two small Blackburn's Ford scenarios.)

Yeah, I just checked, and the OOB file does indeed have that problem with HQ's that I created, though at least it's for both sides.
I don't know for a fact that this is causing the issue with the 4th Brigade, but it's pretty likely.
I'll fix this tonight and see what can be done about getting a fix out.
