Some questions about declaring war

Hi all,
I have started a Global War scenario solitary, which is giving me the opportunity to learn a lot (mostly by mistakes), and enjoy a lot more the game. When I have doubt I write it and do my research before writing here. I am going to write my still standing doubt, and those that (I think) I have solved, as they can be useful for someone else, or I may be wrong with my answer.
- US Entry point. I understand that depending on the actions taken by the different countries, the chances of US entering the war are increased/decreased. But, how exactly the US tries to declare war on an Axis power? What is the table used to determine the probability of being able to declare the war? On RAC page 34 says
"Announce your attempt to declare war on a major power. Then, on the “It’s War” table, cross index your entry level against that major power with your tension level against it to find the war number."
but I can't find such "it's war table" in any manual.
- I haven't got the chance to declare war on East Europe or Poland by Russia. Am I doing something wrong? Found. RAC 19.5.1 & 19.5.2 page 145. Just move land units into them without declaration.
- When Holland fails, what happens with Indonesia? Does Japan have to declare the war on Holland in order to invade? Not really sure about this.

(1) The table that you use to calculate US Entry chances is on a separate chart from the rules and player's manuals.
There might be an in-game copy you can read, but the chart is usually called the "WiF Chart" or wifchart.
(2) I see you've sorted out the East Poland and Baltic situation with USSR.
(3) If Germany conquers the Netherlands home country, than the Netherlands minor power becomes incompletely conquered. The Netherlands East Indies (NEI) remains under the control of the Netherlands, hence under the control of the power controlling it. So Japan has to declare war on the Netherlands' controller to invade.
If Netherlands is neutral, then Japan must instead declare war on Netherlands to invade.

the Tension level is less than 6

Die roll modifiers (cumulative):
Against Japan: -1, if Japanese units are in an unconquered China; -2 if China is conquered; & +2 if US fleet is not in Pearl Harbor (opt. 26).
Against Germany/Italy: -2 if UK conquered;
Against any: -1 if at war with any major power; & +3 if option 34 not chosen.

See page 69 of Players Manual volume 1 for the It's War chart. There is a good discussion about the US declaring war in that section.

MWIF has a
Help menu. Select the
Charts from WIF FE located in the 'Help' menu. There you find all the charts (except the 2d10 land combat table) that are used in MWIF.
Then you can click on
It's War to help navigate to the chart that you were looking for. See attached picture.
