As i understand it, when you do something like transfer a division (at a cost of 3 APs), there is a chance that it will cost only half the APs if the leader makes his (i think admin) roll. Same thing for Corps HQ transfers or i think support units transfers, right?

Well, i have been watching for weeks and weeks, and have NEVER EVER seen anything less than the MAX cost be deducted from my AP total. It is always 1 to transfer a support unit, 3 to transfer a division, etc.

Am i missing something?

rainman2015 I agree - It used to regularly work that in earlier versions 1.06 etc that the admin points for a transfer were sometimes reduced.

Since I installed 1.08 it always uses the full admin point cost

Working as designed. On the other hand costs are already lower. Sometimes by more than half.

So, the costs are reduced up front with the new version(s) and we should no longer expect a possible halving of cost due to a leader making an admin roll when we, say transfer a corps HQ to another Army?

i.e. the cost is the cost now, reduced up front?

I am constantly moving divisions between Corp HQ before big attacks or late war as I retreat.

Yes, reduced up front and depends on unit size in men and distance between HQs in the HQ tree.
