Italian aligned Spanish movement

My brother and I are playing a hot-seat game. He took Gibraltar with Italy [&o]. When he aligned Spain as Italy, everything went smoothly. He even moved five Spanish corps outside of Spain into southern France. However, after getting farther along in the impulse, he had to reload back to slightly prior to land movement. When he got to land movement again, replicating everything up to that point, he couldn't move more than 3 corps. He was getting the error message regarding too many units outside of Spain [:-]. However, he never changed the setup or anything else after the reload.

So, what's wrong this time? I'm attaching the file.

Let me know if you want to see a screenshot of the 1st land-movement try, when he had 5 corps outside Spain.

PS: When Spain set up, at least one unit was placed in Er Rif, which of course isn't Spain home territory, so that contributes to the limitation. However, two units were placed in Gibraltar which should have contributed as troops in home territory (and they did, that first go-around). This is probably what allowed Spain to move more men out into France. But after we loaded back before land movement, they seem to not have registered as in their home territory, and perhaps that's why Spain was limited.

Oh, and this is with the beta patch 1.4.0.

This is a bug. I think it is already on the list, but thanks for reporting it.

Could you expound on the bug? Does it impact only Spain? Does it impact only until the next turn or impulse, at which time Spain will be able to move more men out? In case this should be public knowledge, is there a link or database we might have access to that we could read more about this bug? Thanks.

I don't have any bugs for foreign troop commitment (FTC) on my master task list. I'll investigate your saved game.
