1941 scenario suggestion

For the powers that be.
Due to historical deployment the Soviets seem to get pummeled much worse than historical in the opening weeks. To fix the perfect German intelligence of the 1st turn here is a suggestion I have to make the game alittle more balance and uncertain of perfect German opening moves. Also German intel was historically very poor, they had no idea they were facing quite so many soviet units/tanks as they were in the real war.
Start the game off with a Soviet turn/pre-game move prior to the official start of the war/game. However during this turn the soviet player will have no AP, no production, and all but certain reserve groups frozen.
Allow the Soviet players 3-4 MPs on just those groups to slightly adjust initial deployments. This would then allow the Soviets to maybe hinder some moves such as the super Lvov more historically than currently modeled in the game. As while the Germans are driving to Romania/riga the reserves just sit there either bypassed or pushed away be the germans since the German player knows exactly where every unit is and they get a full week of movement before the Soviet player can do anything.
This wouldnt stop the German attack and would allow for abit more uncertainty in initial German movements as where did the Soviet player move those groups and which units went where. Again not a huge movement just enough to cause some problems and not allow perfect opening German moves uncontested.
