Rail Damage Info

Am I doing something wrong to view the rail damage? I have the button selected and it almost never comes up.

Maybe you have got some units selected. In this case, selecting "rail damage" button has got no effect.
You need to :
-first clik on an empty hex
-select "rail damage"
