Can a bulid limit be set on factories?

Is there a way to limit the number of buildable location types which can be built? For example, I want to make mercenary bases buildable but I only want one per regime. Is it possible to limit them in this manner?

Must be Ernie has done something similar in GD1938, 1 factory a year per regime. Ask him about it.
