Units won't move on campaign (strategic) map

Unless I misread something, you left click to select the unit on the campaign map (in this case the Guard Corps), then right click on a town you want it to go to. A "dotted line" should appear and the unit starts to move.

The only thing that appears is a light blue arrow similar to what is in the scenarious, no dotted line appears and the unit does not move.

Yes, I have pressed the play button. Also have pressed the fast forward button. Did I miss something else?

You have to click on the city name label not on his ground
