Exist somewhere a list or a tool where i can find an explanation was for example the creative trait (at a Scientist)
does?

Have you tried the in-game tool tips? Or were you looking for something more specific than "increases the chance of research breakthroughs and critical failures?"

Most character traits are simple skill bonuses, and the magnitudes of the bonuses will be displayed in the tool tip in the character screen. Creative, Methodical, Foreign Spy, Patriotic, Inspiring Presence, and Demoralizing, and maybe a few others have effects which are not given explicit magnitudes, but what they do is fairly clear from the description.

Where i had to go to see the mouseover effect? If i press f4 there is no mouseover. He was befor the traitgain 7% energy and he is after it.

The ingame tool tip? Is that the questionmark in the left corner? There i didnt find the explanation but perhaps i am too stupid

Place your cursor somewhere over the skills listing and you should see a tool tip pop up.

In the leader screen(f4)? There happen no tool tip

In the leader screen, under the image where the name of the trait is listed. There should be a popup detailing the trait on mouse over.

So, just underneath the picture, point at the text.

It is of course possible that something is not working on your system.

Ok Now i am sure that something isn“t working thats exact where i try to get the popup.

Do know a list or something outside the game?

edit:
I deleted the game(and manual deleted folders and restarting the PC) and after new installation its the same problem

try uninstalling your mouse driver? Updating your mouse driver? Using another mouse?

Uninstall done, updating done, i have only my logitech mx518

I also started the game in the window mode

Update graphics driver?

Do you see the popups in the research tree, giving the info about each research project?

Graphics driver is the latest -> nothing

Yes is see the popups in the techtree but they look different from the tooltip in the picture in this thread they are just black boxes with white text

On a wild guess if you are using Windows Vista try disabling/enabling the "aero" effect.

Trying going into your Video driver settings (Nvidia Control Panel / AMD Catalyst Control Center) and restoring them to default.

- As a side note, I used to have a MX518 (loved that SoB.) I ended up having to get a new mouse because the sensor started to introduce jitter even when the mouse was still. If you mouse is on the way out and is doing the same thing, the game may just not show the popups because it thinks the mouse is still moving.
