How can i see if a factory must be repaired and can i expand it?
There are [at least] two interfaces that allow you to look at factories. One way is to use the Industry Management screen. Click on the Factory icon on the top of the screen or hit -J-. This screen shows you all of your factories (resources, light industry, heavy industry, aircraft factories, etc) and has a column labelled "Size - Producing". The size is presented as a number outside parentheses and a number in parentheses. The number outside is the number of factory-units that are operational. The number inside the number that could be repaired. If you with the factory to be repaired, click on the Yes or No in the "Repair" column so that it reads Yes. Each day that the factory has damage and is in a base with at least 10,000 supply, 1000 of that supply will be consumed and one point of damage will be repaired.
The other interface can be seen if you click on or otherwise navigate to a base that has industry. At the bottom of the base panel there will be an icon for each factory type present there. Click on the icon. Again you will see a number outside parentheses and a number inside. The number outside is the number of units that are operational. The number inside is the number that can be repaired. There is an On or Off indication under repairs. To enable repair, leave it on. As above, you need 10,000 supplies available to allow one point per day to be repaired at a cost of 1000 supply per point.
What happens with production on and how get i arment and vehiles?
I do not play Japan much. As I understand it, you have a pool of armament and vehicle points which are consumed to fill out the defined TOE of units for which replacements are enabled.
Who could some explaining about this and what about start production?

Where can i find the pools for all kind of guns byexample at the witptracker?
In game you can look at the pools under Intelligence (hot key -I-) then select Industry Troop Resource Pool.
