I knocked a pirate from game and have gotten a frigate, I'd like to retire it, but has no fuel and will not move, how can I get it refueled, I tried to research resupply ship but can't find info.

An out of fuel ship will move, but at reduced speed.

My best guess is that the ship is damaged and lacks a necessary component. You see the number of damaged components in the selection panel, and you can see the damaged components in the ship list.

Double click the selection panel to view it in the ship list, select components tab at the bottom, and check what pieces are "shot". If this is the issue, you can repair it with a construction ship.

No reactor on-board, Says (all components normal). Should I just scrap it ...?

Yes, scrap it.

I wonder how it happened, though, was it a remnant after blowing up the spaceport? It could be a ship that was never complete and left floating.
