Will it be easier to mod?

I imagine there is a possibility all of the old modding tools will become casualties. The ODD tool that places hex fields on a map should still work. It's a very robust design that does not rely on the game. Other than that, your guess is as good as mine.

Hopefully they will be some better and easier tools made available from the get go.
