Quality and Morale

Right now it looks like Quality and Morale are linked. One defines the other; however, the data files allow you to make them unequal.
So the question is what is the effect on the game if you do set them unequal?

Quality is basically maximum morale. During a game morale normally can't go above quality. We let you start with morale lower than quality to represent mid-battle situations, or maybe battles that start after one side force-marched all night and therefore has a lower morale than normal. It's used in some calculations though, so I think, for example, when a unit is firing the game uses the average of its morale and quality to determine the modifier to damage.
